What the monitor reads, and how often.
Zoning in New Jersey lives in several places at once. A codified ordinance can lag an adopted amendment by months, and a redevelopment plan can replace the base zone entirely. The monitor watches each layer separately.
Eight layers, checked on their own clocks
| Layer | Where it lives | What changes it | Check cadence | Access |
|---|---|---|---|---|
| Codified ordinance | eCode360 (General Code), Municode, town sites | Supplements after adoption, often months later | Weekly diff | Public pages; license for bulk |
| Adopted ordinances | Clerk postings, online legal notices, agendas | Introduction → hearing → adoption → publication | Daily | Public |
| Zoning maps | Town sites (PDF), county GIS | Map amendments by ordinance | Monthly | Public |
| Redevelopment | Resolutions, plans, DCA redevelopment layer | Area designations, plan adoption and amendments | Daily | Public; DCA layer incomplete pre-2003 |
| Affordable housing | Housing Element & Fair Share Plans, dispute program, court orders | Fourth Round obligations, compliance rezonings | Daily | Public |
| Boards | Planning and zoning board agendas, minutes, resolutions | Applications, variances, approvals | Before and after each meeting | Public; formats vary |
| State | NJ Register, Legislature, DCA, DEP, Highlands, Pinelands, NJSEA | Statutes, rule proposals, adoptions | Daily | Public |
| Courts | NJ Courts opinions, Mount Laurel dockets | Rulings on ordinances and obligations | Daily | Public |
One ontology for every town
Each change is tagged to the same zoning ontology, so alerts can be filtered by what they touch, the way Graceview mapped every rule to an area and a jurisdiction.
